Building Decarbonisation: Empowering Subnational Actors for Net-Zero Acceleration in the Buildings Sector

Decarbonizing the building sector is critical to combating climate change, with infrastructure responsible for 79% of global greenhouse gas emissions. In Europe alone, buildings account for nearly 40% of energy demand, 80% of which is fueled by fossil energy sources. As half of the buildings that will exist by 2060 are yet to be built, particularly in Asia and Africa, we face both a challenge and an opportunity to shape the future.

The Buildings and Climate Global Forum in March 2024 emphasized the construction sector’s crucial role in global climate agendas. The subsequent formation of the Subnationals Action Group under GlobalABC, co-led by UNEP, ICLEI, UN-Habitat, and GIZ, highlighted cities’ impact. GIZ and its partners will facilitate discussions on the essential involvement of subnational actors in decarbonizing the building sector, focusing on financing and investment.

To limit global warming and ensure a sustainable planet, decarbonizing how we plan, construct, renovate, and operate our buildings is crucial. Empowering subnational actors is key to accelerating this net-zero transition in the sector.
