Overall Session Description: At COP29, the priority international action for B1 on “Standards and Certifications” was launched alongside other key areas. The priority action outlines a six-step process to enhance collaboration between governments on Near-Zero Emission and Resilient Buildings (NZERBs) goals, including:
- Step 1: Consensus-building on a qualitative definition for NZERB and key building blocks;
- Step 2: Set out building level principles
- Step 3: Setting-out indicators to measure progress of such building level principles;
- Step 4: Setting-out measurement units;
- Step 5:pointing to existing measurement frameworks to serve as guidelines to enable measurement
across different regional contexts; - Step 6: Defining fundamental and policy recommendations/guidelines to deliver such buildings
To date, the facilitating partner (WorldGBC), in collaboration with membering partners and countries, have established a governance structure and general Terms of Reference to drive this work forward. Work under this area has so far focused on building consensus on Step 1 of the work plan.
This session will advance the activities under the 2025 work plan for B1 (step 2 to 6), while fostering synergies across relevant areas and engaging the broader community. This includes leveraging GlobalABC hubs and actions groups activities and products, ensuring expert engagement on key thematic areas.
