Buildings Breakthrough Breakout Sessions – Priority International Action B2: Demand Creation
| 16:15-17:30 CET

2025 GlobalABC Annual Assembly, 7th April, 16:15-17:30 CET

B2 "Demand Creation", facilitated by UNEP/One Planet Network (OPN).

Round 1 (16:15-16:50 CET), facilitated by Market Transformation Hub: this round will focus on leveraging the Market Transformation Hub's work to support BBT/B2 and its Global Framework for Action (Actions ‘Menu’), emphasizing the alignment with Common Principle 2 of the framework: “Acknowledge that decisions made during financing, planning, and design stages have the greatest influence on reducing resource use and environmental impacts across the buildings and construction value chain.” It will highlight and drive discussion based on 11 key actions for decarbonization to be implemented in construction and procurement requirements, particularly targeted to the private sector.

Round 2 (16:55-17:30 CET), facilitated by Clean Heat Forum: this round will explore how collaboration can enhance BBT/B2 by connecting with the activity: “Connect to existing building and low carbon material procurement alliances and existing commitments on efficient/low carbon clean heating technologies for buildings.” This discussion will be crucial for integrating the energy efficiency component to the Actions “Menu” of the “Global Framework for Action.

Overall Session Description: Priority Action B2 on “Demand Creation,” aims to: “Encourage governments to create procurement and policy commitments for NZERBs, for both new buildings and deep renovation projects, and join relevant initiatives to aggregate these commitments, as well as favour alignment of procurement policies on NZERBs related standards for clean and efficient heating and cooling technologies.” The session will introduce the BBT/B2 “Global Framework for Action”, including its five Common Principles, a set of actions “menu,” and a mapping of initiatives and resources to facilitate its implementation. The breakout room will be structured in two rounds, each beginning with a brief presentation of the “Global Framework for Action,” and guided by the GlobalABC Hubs to explore ways to strengthen the framework through their expertise.
