Buildings Breakthrough Breakout Sessions – Priority International Action B5: Capacity and Skills

B5 "Capacity and Skills", facilitated by the International Code Council (ICC).

With participation from the Higher Education Institutions Action Group, and Subnationals Action Group

Round 1 (16:15-16:50 CET): Based on the COP29 deliverable, workshop discussion to:

  • Identify any priority needs (if any) that are missing
  • Identify any additional resources that should be included in the portal 
  • Identify other organizations to engage to solicit existing resources

Round 2 (16:55-17:30 CET): Repeat of 1st round to gather additional input.

Overall Session Description: Capacity and skills are essential to realizing the Near Zero Emission and Resilient Building Goals. The working group supporting Priority Action B5 on Capacity and Skills has been identifying the institutional and personnel needs to achieve NZERBs, current resources available to meet those needs and any gaps that need to be filled. This interactive session focuses on assuring key deliverables will meet the needs of national and sub-national governments, and building industry participants and reflect the capabilities of key entities involved in delivering needed training and credentials. The session will include an overview of the main deliverable: an online portal with links to training and other resources to help national and subnational governments to improve the institutional and personnel capacity to achieve NZERB goals.
While the work group identified a significant number of needs, they have initiated discussions with national governments to help prioritize initial areas of focus. This session at the GlobalABC Annual Assembly is designed to ensure that the areas of highest importance to national and subnational governments are captured in this first version and to ensure that as many available resources as possible in those areas are captured in the online portal.
The PA5 working group strongly encourages participation, especially by representatives from the following stakeholder groups:

  • National Governments
  • Subnational Governments
  • Organizations offering resources for personnel training/credentialing and/or for actualizing roadmaps/plans to support implementation and compliance
  • GlobalABC Hubs/Working Groups, especially: Subnationals, Finance, HEI, and Materials

 

The large objective is to ensure that the COP30 deliverable is fully aligned with the needs identified by countries that have signed onto the Buildings Breakthrough and/or that are ICBC members to ensure that the tools provided are helpful in achieving NZERB goals. The contributions provided during this session will directly feed the work and deliverables of the PA5 working group. Participant-specific outcomes are briefly defined below.

  • National governments - confirm that the priorities identified are aligned with their NZERB goals; provide insight/information about any resources that have been successfully used in their countries to advance resilience and energy efficiency in buildings.
  • For subnationals - confirm that the priorities identified will aid in implementation of NZERB goals at the local level; provide insight/information about any resources that have been successfully used in cities or local jurisdictions to advance resilience and energy efficiency in buildings.
  • For professional organizations - communicate priority needs for training as well as resources that are currently in use and helpful. 
  • For providers/developers of resources/tools - share information about resources that you are currently offering or interested in developing in priority areas and aligned with identified needs.
