French Institute for Buildings' Performance (IFPEB) is organising a side-event alongside the Buildings and Climate Global Forum, on 7 March 2024, titled "Building’s Energy Performance: the potential of result-oriented policies to reach 2050 goals, the case of France". It is a close-door standing lunch presentation. However, Forum delegations and GlobalABC members, especially policymakers and those who work with policymakers, can express their interest in participating in this event.
The context of the climate emergency underscore the critical importance of successfully transitioning the energy usage of building stocks for the resilience of national economies. However, guiding both public and private actors through this transformation to achieve tangible energy efficiency on the ground proves to be exceedingly complex. In this endeavour, conventional approaches have demonstrated limitations. Hence, how can countries enact legislation that assists market players in achieving enduring and sustainable outcomes on the ground, while mitigating undesirable rebound effects?
To tackle these challenges and meet the goals set in the Paris Agreement, during COP28 and more generally in the United Nations 2030 Agenda, France has opted for a result-oriented approach, the “Dispositif Eco-Energie Tertiaire (Tertiary Decree)”. The tertiary decree sets energy consumption reduction targets for owners and operators of tertiary buildings, with the ambition of achieving 40% savings by 2030, 50% by 2024 and 60% by 2050.
This close-door lunch presentation and discussion will address the following questions:
- What are the benefits of result-oriented public policies for tertiary buildings?
- How did France manage to build such a policy all while involving the private sector?
- How can this approach be translated to different countries and contexts?
