Connecting the Dots:  Enabling Better Buildings Policy from National to Local Government

This training session will focus on how national governments can support strong buildings policy and programs at the local level.  Looking at key policy levers such as building energy code, national taxonomies, and incentives, speakers will share insights on the possible roles of national governments and local governments in developing, enacting, implementing and enforcing such policies.  For example, national governments can lead by example and leverage any construction funding – including funding for local governments -- to create exemplary near zero and resilient buildings. National governments can encourage local governments to adopt similar policies for local buildings. And national governments can engage localities in critical education and training activities.  The session will also touch on the role of civil society in advocating and communicating for better policies, create the political space for adoption, and support successful implementation.
