Background

Framework Guidelines for Energy Efficiency Standards in Buildings offer strategic and technical guidance for the residential housing sector, where improving energy performance is key to reducing emissions, lowering costs, tackling energy poverty, and enhancing living conditions. Endorsed in 2017 and updated in 2020, the Framework Guidelines have supported the shift toward high-performance, sustainable, and affordable building stock across the UNECE region and beyond.

 

Rationale for expert consultations

In response to rapid developments in technology, policy, digitalization, and circular supply chains, UNECE Joint Task Force on Energy Efficiency Standards in Buildings – established jointly by the UNECE Committee on Sustainable Energy and the Committee on Urban Development, Housing and Land Management – has launched a revision of the Guidelines in 2026 to ensure they remain forward-looking, practical, and aligned with emerging trends.

 

Registration and preparations ahead of the meeting

Interested parties are invited to Register now to take part in the upcoming expert consultations to discuss the content and the structure of the future Framework Guidelines and to take a Questionnaire to:

Indicate which themes or chapters should be maintained, expanded, substituted, or newly introduced;
Express interest in contributing to the drafting process; and
Register to the expert consultations.
