Subnationals AG SESSION 1: Launch of the Position Paper: “Local Solutions for Green Buildings and Constructions”

Subnational actors play a crucial role in climate response, with 55% of the global population residing in urban areas—a figure projected to increase to 68% by 2050. According to OECD (2022), nearly 70% of climate-relevant public investment is made by subnational governments.

This session will launch the new GlobalABC Position Paper “Local Solutions for Green Buildings and Constructions”. Local climate action, involving municipal and regional governments, is vital for promoting sustainable development and ensuring a just transition. Effective multilevel governance and coordination can enhance the implementation of climate initiatives by supporting subnational stakeholders in their transition to a low-carbon and resilient buildings and construction sector.

The sessions will showcase best practices from subnational initiatives, highlight key findings and recommendations from the report, and provide a platform to discuss how to promote multi-level governance approaches through NDCs and international processes such as COP30, SURGe the Buildings Breakthrough and ICBC.
