Buildings Climate Momentum: Buildings Breakthrough Milestones, Declaration de Chaillot’s ICBC, and the Road to COP30

Following the launch of the Buildings Breakthrough at COP28 and the presentation of the first set of its priority actions during the Buildings and Climate Global Forum in March 2024 in Paris, this event will present progress and COP29 landing points. It will also serve as a platform for discussion on future objectives leading up to COP30, allowing participants to help shape the next steps and refine strategies.

The inaugural Buildings and Climate Global Forum emphasised the significance of the Building Breakthrough in accelerating progress toward a zero-emission and resilient building sector, through the implementation of actionable measures. The forum's primary output, the Declaration de Chaillot -along with the creation of an Intergovernmental Council for Buildings and Climate (ICBC), provides a broader political framework that encourages countries to collaborate and stay informed of action-led initiatives.

Under the Breakthrough Agenda framework, the Buildings Breakthrough, facilitated by the Global Alliance for Buildings and Construction (GlobalABC), is aligning its timeline with other sectors, and launching its 2025 Priority International Actions during COP29’s Breakthrough Agenda high-level event, taking place on 14 November from 15:30-18:30. These priority actions respond to the recommendations put forth by the International Energy Agenda (IEA) and High-Level Climate Champion (HLCC) teams as outlined in the ‘Buildings Chapter’ of the 2024 Breakthrough Agenda Report, developed in collaboration with the GlobalABC community.

The session will also introduce the Buildings Breakthrough coordination group, and open discussions on potential synergies across the priority areas, as well as with other sectors of the Breakthrough Agenda, essential for meaningful action. The coordination group is expected to convene three times annually during key milestones in the Buildings Breakthrough cycle. These efforts will ensure overall systemic change and alignment with the Declaration de Chaillot.
