MAIN GOALS - GENERAL ACTIVITIES - FIELD OF EXPERTISES

The City of São Paulo, mainly through its departments of Urbanism, Licensing and Urban Infrastructure and Public Works, has the responsibility to coordinate and conduct targeted municipal actions to urban planning and development, as well as formulating and executing urban licensing, use and occupation of land for a city of 12.2 million inhabitants.
The municipal management of buildings and public equipment in such a challenging context requires the work of a multidisciplinary team that guides the development and execution by the rationalization and research for innovative solutions, including the introduction of new technologies.
Environmental concerns in the planning procedures, project formulation and execution of public construction represent a cornerstone to the municipal edification sector.
Accessibility in buildings, compliance with environmental legislation, green compensation, energy saving, solar energy, and water reuse are all elements incorporated in the City of São Paulo public’s building and construction sector, that also incorporates new sustainable technologies such as the use of photovoltaic modules, more efficient and cost-effective lighting systems and energy management, sustainable materials and devices to reduce water consumption.

ACTIVITY RELATED TO LOW GHG AND ENERGY CONSUMPTION AND RESILIENT BUILDINGS

1) PDE (Strategic Master Plan) – Lei 16.050/2014 – artigo 119
Art. 119. According to art. 31 of Law No. 14.933, of June 5, 2009, which instituted the Climate Change Policy in São Paulo City, a specific law should establish a factor for reducing the financial compensation to the onerous grant for projects that adopt sustainable construction technologies and procedures, considering, among others:
I - the use of renewable energies, energy efficiency and energy cogeneration;
II - the use of equipment, technologies or measures that result in a significant reduction in greenhouse gas emissions or increase their absorption or storage capacity;
III - the rational use and reuse of water;
IV - the use of sustainable building materials.

2) LPOUS (Land Use, Occupation, Parceling Law) Lei 16.402/2016
Art. 74. The environmental quota (QA) corresponds to a set of rules for occupation of lots with the purpose of qualifying them environmentally, having as reference a measure of the environmental effectiveness for each lot, expressed by an index that aggregates the indicators Green Coverage (V) and Drainage (D).
Single paragraph. For the purposes of applying the QA, the territory of the São Paulo City is divided into Environmental Qualification Perimeters, which express the environmental situation and the potential for transformation of each perimeter, Map 3 of this law.
3) Lei 17.260/2020
Regulates the sustainable bidding for the acquisition of goods, contracting of services or construction works by the direct Municipal Public Administration, allowing the adoption of environmentally correct, socially fair and cost-effective criteria.
