In order to progress the Buildings Breakthrough target, the GlobalABC is inviting feedback on the final components for the global Near-Zero Emission and Resilient Buildings (NZERBs) framework, as part of Priority Action B1 on Standards and Certification. This initiative and report is supported by lead partner: World Green Building Council. Submit your feedback here.

About This Consultation

Building on the already published NZERB definition and principles (2025 Interim Report), this consultation focuses on the final elements needed to support implementation, namely:

• Proposed indicators and metrics to assess NZERB performance across the building-life cycle
• Their linkages to existing standards and certification systems,
• Policy recommendations for governments and stakeholders to enable delivery at scale

The established definition and Building Blocks are not subject to consultation. Your feedback will help ensure that the proposed indicators and policy guidance are practical, robust, and globally relevant, and will directly inform the final B1 report to be published in March 2026.

About the Buildings Breakthrough

The Buildings Breakthrough, launched at COP28, co-led by France and Morocco and coordinated by the GlobalABC Secretariat, brings together countries and partners to accelerate the decarbonisation and resilience of the buildings sector. It is endorsed by 29 countries and the European Commission, with the goal that near-zero emission and resilient buildings become the new normal by 2030.

• The consultation includes NZERB indicators, metrics, related certifications and standards and policy recommendations
• Responses are requested by February 6th 2026
• All input will be anonymised and used to finalise the final step of this workstream
