The working group for the Buildings Breakthrough Priority Action Area 5: Capacity & Skills is preparing for a COP30 launch of a new online portal that will offer users access to strategies and resources that are currently available to strengthen the capacity and skills essential to achieve the Buildings Breakthrough goal of making nearly-zero energy and resilient buildings (NZERBs) the new normal by 2030.

To support the development of a new global portal, the GlobalABC is seeking tools, publications, training courses, and other resources that can strengthen practitioner skills and build institutional capacity for implementation and compliance. Organizations are invited to share materials—whether free or paid, digital or in-person—that could benefit government officials and stakeholders across the buildings value chain. The portal will serve as a go-to starting point for those seeking to address gaps in available resources and advance sustainable, resilient building practices worldwide.

The first phase of the portal will focus on the needs that national government representatives involved in the B5 working group have identified as top priorities, so organizations with resources meeting these needs are especially encouraged to submit them for inclusion in the portal:

• Terminology and principles specific to NZERBs (for example, Whole Life Carbon, embodied carbon, circularity, Energy efficiency, resilience, etc.)

• Integrating new/smart technologies in building designs
