The European Training Foundation (ETF) is a specialised agency of the European Union for human capital development. It is a centre of expertise and a catalyst for reforming education, training and labour market systems in developing and transition countries bordering Europe — the Western Balkans, the Southern and Eastern Mediterranean, Eastern Europe, Central Asia — and beyond. The ETF focuses on developing skills that support the green transition, including in sectors such as building and construction, helping to promote sustainable practices, energy efficiency, and climate-resilient development.
ACTIVITY RELATED TO LOW GHG AND ENERGY CONSUMPTION AND RESILIENT BUILDINGS
As an EU agency, the European Training Foundation works in close cooperation with the European Commission, to align skills development with the European Green Deal, promoting decarbonization, renewable energy, energy efficiency, and sustainable practices. Through policy advice, capacity building, and strategic partnerships, ETF ensures that the workforce is prepared for a sustainable and green economy.
ETF’s global GRETA initiative (Greening Responses to Excellence through Thematic Actions) has been active in the building and construction sector for the past three years, focusing on knowledge sharing, advocacy, studies, case examples, and reports. As part of GRETA, the “Building Green” series of sessions brings together experts, policymakers, and educators to discuss sustainable construction practices. In the last two sessions, held in February and May 2025, the series attracted over 1,000 participants worldwide, highlighting innovative training approaches, policy recommendations, and best practices for the green transition in construction.
As a knowledge hub for vocational education and training, ETF shares research, studies, policy recommendations, and good practices through reports, publications, online platforms, newsletters, and events. This ensures that stakeholders—including governments, educators, and industry partners—are informed about progress in skills development for sustainability, decarbonization, and the implementation of the European Green Deal.
