The GlobalABC Strategic Framework sets out the Alliance's Policy Objective and four supporting Programme Objectives (PO1–PO4), which together define how GlobalABC mobilises collective action across the buildings and construction sector.

The Policy Objective centres on two audiences: national and sub-national governments developing and implementing vision, strategies, and policies to decarbonize and increase the resilience of their buildings sector; and private sector and finance institutions with influence over building emissions and resilience, committing to and implementing decarbonization and resilience strategies.
